Matthew J. Shuman

Matthew Shuman serves as the Director of Congressional and Military Affairs for Philips Healthcare, a global leader committed to improving the lives of 3 billion people by 2030. His work centers on partnerships with the Department of Veterans Affairs (VA) and the Department of Defense (DoD), Philips' largest customers worldwide.

Before joining Philips in 2019, Matthew was the National Legislative Director for The American Legion, where he led federal advocacy efforts on behalf of 2 million Legionnaires. His journey with the Legion began in 2015, starting as an Assistant Legislative Director focused on Veterans Employment and Education. In his leadership role, he worked with every Member of Congress, federal agencies, the White House, and national media to advance policies that improve the lives of America's 22 million Veterans.

Matthew served honorably in the United States Army from 2008 to 2012 as a Military Police Officer. He concluded his military service with the Arizona Army National Guard Honor Guard, providing funeral honors for fallen service members.

After his military career, Matthew attended Grand Canyon University and participated in ROTC at Arizona State University before earning his degree in Criminal Justice from Marymount University in Arlington, Virginia. While completing his studies, he worked on Capitol Hill for Representatives Trent Franks and David Schweikert of Arizona.

His legislative work with The American Legion, helped shape major reforms that continue to impact Veterans today. He played a key role in the development and passage of the:

  • VA Appeals Modernization Act;
  • VA Accountability and Whistleblower Protection Act;
  • Forever G.I. Bill;
  • Extension of CHOICE Funding;
  • The American Legion Centennial Commemorative Coin;
  • VA MISSION Act; and
  • LEGION Act.

An Arizona native and proud member of American Legion Post 91 in Chandler, Matthew currently chairs the Legislative Commission at The American Legion's National Headquarters. On August 28, 2025, he was announced as the Trailing Candidate for National Commander. If elected, he will be the first Post-9/11 Veteran to hold that role, ushering in a new generation of service and leadership.

Outside of the Legion, Matthew servers on the Board of Directors for the Honor Flight Network, and is a proud Freemason with Federal Lodge No. 1 in Washington, D.C. He splits his time between Scottsdale, Arizona and Alexandria, Virginia, where he lives with his husband, Matt Ambler, a member of American Legion Auxiliary Unit 91.
